Hi,

Let's try to enable the default administrator account on your computer and check if you can delete or change the permission for files.

Here’s how you enable built-in administrator account.


1. Type cmd on the stsrtscreen.

2.Right-click on cmd listed and click on “Run as Administrator”.

3.Once the command prompt opens, type the following command.

net user administrator /active:yes

4.You should see a message that the command completed successfully.


Log out, and you’ll now see the Administrator account. Log in to the Administrator account and check if you can change the settings.

Hi,


Run the following command and check if you get the access to delete files.


a. Type “cmd” on the Start menu.

b. Right-click on it and select “Run as administrator”.

c. In the Command prompt, type the following command and press Enter.

secedit /configure /cfg %windir%infdefltbase.inf /db defltbase.sdb /verbose

d. You will get a message that task is completed. Exit the command prompt.

e. Check if the issue persists.

That command did not work for Cygwin however it does seem to have resolved my other folder renaming problem. I recently attempted a dual boot installation which failed I was forced to reinstall everything including Windows so I am not prepared to do this yet. One option not explored is booting from a CD to a command prompt accessing C: and trying to remove these files can you recommend a boot CD for this task?

That's a good idea, when you boot from the CD, all the operating system files and data will be offline, so there are more chances that these unwanted files can be deleted. Please try and share us the results.

I actually reformatted the Windows partition and re installed Windows 8 to correct an Internet problem and am now rerunning the upgrade to 8.1 so the Cygwin Files are gone now
